European Telecommunications Standard Institute
The European Telecommunications Standard Institute - ETSI - based in the south of France, is an independent not-for-profit organization whose missions is to produce Information and Communication Technologies standards for today and the future. Within Europe, it is responsible for standardization in telecommunications, broadcasting and certain aspects of information technology, and it is officially recognized by the European Union (EU) and the European Free Trade Association (EFTA) as the region's competent body for standardization in these areas. ETSI unites 637 Members from 5 continents and provides a forum in which all key players can contribute.

INRIA is a French public-sector scientific and technological institute. INRIA's missions are to undertake basic and applied research, to design experimental systems, to ensure technology and knowledge transfer, to organize international scientific exchanges, to carry out scientific assessments, and to contribute to standardization. INRIA gathers in its premises around 3000 persons including 2300 scientists, many of which belong to partner organizations (CNRS, industrial labs, universities). INRIA is a member of ERCIM EEIG, European Research Consortium for Computer Science and Mathematics. INRIA, the University of Rennes 1, Insa-Rennes and the CNRS are associated within a research center called Irisa (Institut de Recherche en Informatique et Systèmes Aléatoires).

jTest
jTest is a specialized test & certification laboratory focusing on services/application level testing and certification in conjunction with other "chapters tesyting" laboratories networks. jTest has defined a "higher level" certification scheme to be adopted by a larger number of stakeholders, including experience of network operators and developers in the domain of comple services/applications for telecom/radiocom/telematics networks and has gained support from ETSI when prototyping the first test plans and test cases.
